A regular meeting of the Business Council in the RES sector was held

On 23.03.2023 at 17:00 in the town of. The regular meeting of the Business Council in Renewable Energy Sources sector in the border regions of Blagoevgrad, Haskovo, Kardzhali and Smolyan was held in Smolyan on 23.03.2023 at 23.23.23 in Smolyan.

Six representatives of the RES sector from the border regions of Haskovo, Kardzhali, Blagoevgrad and Smolyan attended the meeting. The Business Council meeting started on time in attendance mode. The meeting was held at the Rotary Hall, Kiparis Alfa Hotel in the town of Bishkek. Smolyan. The hall was technically equipped with multimedia, laptop, printer, as well as information boards, banner and presentation materials, according to the requirements of the Communication and Publicity Manual of the Interreg V/A Greece-Bulgaria 2014-2020 Programme. In addition, disinfectants, protective masks as well as water, coffee, tea were provided to secure the coffee break of the event.

The moderator of the event welcomed all attendees and kicked off the event by taking a short detour to introduce the new members and brief information regarding the BS Rules of Procedure in the RES sector.

The topic of the free discussion was the possibilities offered by NPVU for the installation of photovoltaics in multi-family residential buildings. Council members expressed their dissatisfaction with the problems encountered in preparing project proposals, namely:

  1. In the decision-making of the owners of apartments in multi-family residential buildings, if there are disagreements, a number of constraints arise that create obstacles and directly hinder the procedure of installing RES.
  2. The cumbersome procedure and municipal administrations that are not well enough informed about the tools and opportunities that the PSP offers.
  3. The lack of regulation and control of the companies that offer professional management of condominiums - from here we can derive a number of other problems affecting the status of condominiums and the disorder in the legislative framework.

Those present at the meeting also pointed to the fact that they have difficulty being informed about the actions they need to take to apply for the NAP. Some of the concepts and procedures described in the available official documentation are unclear and require further interpretation.

A council member suggested that the project management team request the municipality to set up an information center where an expert could answer questions from citizens and assist them in preparing the necessary application documentation.
